^ No, because the opposite is true. Improved Debuffing affects Deprotect, Deshell, and Imperil (not sure about Poison). It has no effect on death. Multiple Saboteurs will improve your chances, as well as any debuffs on the enemy. The DEATH Trick works but it would take you 15 minutes to get to kill Neochu on this mission.
