Assuming your computer has a VGA input, then the easiest connection is if your TV also has a PC VGA input. If so, a converter box will convert your VGA signal into Component video. Component video gives you the same high quality picture as VGA, so it’s the next best choice after VGA for converting a computer signal.
Are VGA and SCART the same?
Yep, the SCART specification is for standard ~15kHz video, whereas the VGA standard is for ~31kHz and above. The actual RGB signals are basically the same, it’s just the horizontal clock that’s different.
What is a VGA output used for?

How does SCART work?
A SCART connector is used to connect two electronic devices such as a television set and a video cassette recorder (VCR) or DVD player. Each device has a female 21-pin connector interface. A cable with a male plug at each end is used to connect the devices. RGB video signals are input only.

Can a VHS VCR output RGB over SCART?
However – AFAIK these converters require an RGBcvS feed from the scart socket to work, but a VHS VCR will not have an RGBcvS output but just a composite output.
